Can someone recommend a good tutorial on reverse engineering tool?

I have a green light to reverse engineer code that was developed in 1989, but the most recent release is in 1997.  It reminds me of Windows 3.2 GUIs.

I'm not sure what coding language the program is in.

Any idea on how I can find that out besides for trying to get in contact with the author?
